You will able to see the menu icon on the top left corner, please click it to unfold the menu, access the Settings > Categories, select the category and subcategory.
Press the + button to add Issue profile.
Select template
or clone an existing profile,
customize the Code and Title if need > Click OK
or
Upload an exported template(s).
